Why your app broadcast reaches so few people
The WhatsApp Business app has a broadcast list. It has two limits that surprise most owners.
- One list holds up to 256 contacts.
- The message only reaches people who saved your number in their phone. Everyone else gets nothing, and you are not told.
So a shop with 3,000 customers and a list of 256 might reach a hundred people with an offer. The rest never saw it.

How the API sends to numbers that never saved you
On the WhatsApp Business API, a broadcast is a campaign made from an approved template. A template is delivered whether or not the customer saved your number — as long as they opted in to hear from you.
The message shows your verified business name, not a random number. Customers see who it is from before they open it.
There is no 256 cap per list. Instead, Meta gives each business a messaging tier — how many new people it can message in a day — and raises it as your messages are read and not blocked.
What changed in 2025: replies are the new currency
In October 2025 WhatsApp started testing a monthly cap on messages sent to people who do not reply. It applies to individuals and businesses, the exact limit is not public, and it is being tested country by country.
The direction is clear. WhatsApp rewards senders whose messages start conversations, and limits senders who only blast. This was already true for business quality ratings. Now it applies to everyone.
So the best broadcast in 2026 is one people answer. Ask a question. Offer a reply button. Send to the list that responded last time, not the whole database.

Sending a broadcast on the platform

Writing a broadcast people reply to
Since replies now protect your sending, write for a reply, not just a read.
- Start with their name. A blank in the template fills it in.
- One offer, one line. "40 new Diwali sarees are in this week" beats a paragraph.
- Add a quick-reply button. "Show me" or "Not now". A tap counts as a reply.
- Ask something small. "Which colour do you want to see?" gets answers.
- Always an opt-out. "Reply STOP to stop offers." People who can leave rarely block.
Send the first broadcast to your warmest list — people who bought or messaged in the last three months. Their replies lift your number's rating before you reach the wider list.
Then watch the report. If a list's read count falls month after month, it is tired. Rest it, and send it something useful instead of another offer.
Limits we will not hide
Broadcasts cannot be scheduled for a later date on the platform; you send when ready. Every broadcast goes only to opted-in contacts — buying a number list is not allowed, and it would sink your quality rating anyway. Meta's tiers apply, so no provider can honestly promise unlimited sending.
